Filling The Demand For Teaching Jobs With The Help Of Reliable ...

The work market is constantly evolving. For example, advancements in computers, the Internet and other related technologies have made tech jobs more popular than ever. In some countries, an aging population coupled with stagnant population growth can stimulate the influx of workers from other countries to fill up jobs in another country. On the other hand, economic instability in one country can lead to the migration of its workers to another. Of course, there is no set method to divining what the future holds in terms of job trends. For sure, developments in technology will have a profound effect on which jobs will become popular in the near future. For example, new technologies might spur new opportunities while they might render existing industries obsolete.

In an ideal world, the education sector should have a steady supply of quality teachers. The number of teaching jobs available might remain constant or might steadily grow and yet there might be a dearth of professionals to fill in the requirements because the youth who should ideally take those jobs have opted for careers in other industries.

In order for schools to meet their manpower requirements, one good option they should explore is to use teaching agencies. For one, teaching agencies can provide schools with a steady supply of qualified teachers, cover supervisors, teaching and learning support assistants, nurses, technicians and exam invigilators as well as administrative personnel for long or short term work.

Teaching agencies also make the recruitment process much easier and smoother for schools. For one, they will not need to put out a job advertisement which can be a hit-or-miss affair. All they need is to specify their requirements while the teaching agency makes a shortlist of candidates which fit the requirements given by the school. Instead of schools wasting valuable time and other resources in screening each and every applicant that responds to a job ad, the teaching agency has done all the legwork in verifying the requirements presented by an applicant including his or her credentials, working requirements, health check, police and criminal records as well as teaching qualifications and experience.

Teaching agencies help schools tap a vast pool of manpower that would otherwise be unnoticed if they would concentrate their hiring efforts on more traditional methods like putting out advertisements in newspapers or online through job portals. In a way, teaching agencies help schools cope with the changes in the school system and the labor market by providing viable short and long term solutions.

WASHINGTON (AP) ? Congress sent President Barack Obama drama-free legislation on Thursday raising the debt ceiling, averting a government default and putting off the next tax-and-spending clash between the White House and Republicans until later in the year.

The measure cleared the Senate on a vote of 64-34 after winning House approval late last week. It permits the Treasury to borrow above the current $16.4 trillion debt limit through May 18. The White House has said Obama will sign it.

"Failure to pass this bill will set off an unpredictable financial panic that would plunge not only the United States but much of the world back into recession," Sen. Max Baucus, D-Mont., said before the vote. "Every single American would feel the economic impact."

But Republican leader Mitch McConnell said in remarks on the Senate floor that "government spending is completely out of control - and it's projected to get much worse in years to come." His office issued a statement shortly after the vote saying he had opposed the legislation after Democrats torpedoed several GOP attempts to rein in spending before final passage.

The legislation reflects a switch in strategy by Republicans, whose insistence on deep spending cuts as a trade-off for a higher debt limit more than a year ago pushed the government to the brink of an unprecedented default. With polls showing their public support lagging, they now look ahead to a new season of potential showdowns, with a reshuffled batting order that moves the threat of a default to the back of a line that includes March 1 across-the-board spending cuts and the March 27 expiration of funding for most federal agencies.

The debt limit measure came with only one string attached by House Republicans, a provision that would temporarily withhold the pay of lawmakers in either house that failed to produce a budget this year.

That was designed as a prod to the Senate, where majority Democrats have failed to bring a budget to a vote in any of the past three years. This year, they say they will. Republicans say they are eager for a comparison of plans, rather than a long year spent defending one of their own.

Already, the next conflict over budget priorities is taking shape, in an environment includes a fresh report that the economy unexpectedly declined in the last quarter, and the emergence of a warning from the Pentagon's top uniformed officers that pending defense cuts could lead to a "hollow force."

Without changes, "we will have to ground aircraft, return ships to port, and stop driving combat vehicles in training," members of the Joint Chiefs of Staff wrote congressional leaders in a letter dated Jan. 14.

Obama and Democrats say they are prepared for further deficit reduction compromise, although they stress they want increased tax revenue as part of any deal.

Republicans want spending cuts only, after reluctantly swallowing $600 billion in higher taxes as part of a "fiscal cliff" compromise late last year.

To further their goals, House Republicans intend to produce a budget that balances in a decade, and are expected to vote as early as next week to demand Obama do the same.

Obama's budget is due to be made public later this month, although there is no expectation it will eliminate red ink in the next 10 years. Nor are majority Democrats in the Senate expected to do so either.

In the meantime, though, they are likely to propose legislation in the next few weeks to replace the looming across-the-board cuts with a series of targeted reductions and higher taxes.

In all, 50 Democrats, 12 Republicans and two independents voted in favor of the debt limit bill, while 33 Republicans and Democratic Sen. Joe Manchin of West Virginia opposed it.

In the run-up to the final vote, a proposal by Republican Sen. Rob Portman of Ohio to require dollar-for-dollar spending cuts on any future debt limit increases was cast aside, 54-44.

"America must pay its bills ? no one is arguing against that point," Portman said in a statement issued after the bill's passage. "What we are debating is how to shrink those bills moving forward so the federal government doesn't continue maxing out its credit card and selling out future generations."

Also blocked was an attempt by the Ohio Republican, who served as budget director under President George W. Bush, to guarantee that the government stay open ? at reduced spending levels ? even if funding expires in the future. The vote was 52-46.

Sen. Pat Toomey of Pennsylvania authored a proposal to give priority to payment of principal and interest on the debt, Social Security benefits and military pay in the event the debt limit is reached in the future. It failed on a wider, bipartisan vote of 79-19.

Treasury Department officials said that as soon as Obama signs the debt limit legislation, Treasury will begin taking steps to reverse the measures it has been taking over the past month to avoid exceeding the current debt limit, which was reached on Dec. 31.

Treasury has the ability to create about $200 billion in headroom primarily by tapping funds from government employee pension funds. Treasury said it will restore the money that was diverted with interest once the debt legislation is signed. That will allow the same measures to be used once again if needed when the current debt authority runs out on May 18.

London councils confirm bids for office to residential exemption

The new permitted development rights were announced by the Department for Communities and Local Government (DCLG) last week. The DCLG confirmed that there would be an opportunity for local authorities to seek an exemption from the right if they can demonstrate that the right would create "substantial adverse economic consequences".

The Royal Borough of Kensington and Chelsea said in a statement that it would make a "strong case" to Government for an exemption and that ministers are already aware of the Council's "serious concerns".

"We have distinct circumstances in Kensington and Chelsea with vast differences between office and residential property values. The Council will strongly defend small and medium-sized businesses staying in the area," the Council said.

The City of London Corporation has long been opposed to the plans, saying that the creation of such rights would undermine London as the world's leading financial centre.

"The City of London has made no secret of our concern about the impact of the proposed change to planning rules upon our role as a world business centre," said the Corporation's city planning officer Peter Rees previously in a statement.?

"Property consultants estimate that 20% of the office floor space in the Square Mile would be in immediate danger of conversion to flats if we do not achieve an exemption from the rule change," Rees said.

The Corporation has now confirmed it will make a bid to seek exemption from the new rights, according to a report in Planning Magazine.

Israel, Vatican close to resolving issues

ROME (JTA) ? There are indications that the Vatican and Israel may resolve outstanding bilateral issues and finalize the Fundamental Agreement governing relations between the two states.

A joint communiqu? following a meeting in Jerusalem Jan. 29 of the Bilateral Permanent Working Commission between the Holy See and Israel said ?significant progress? had been made. It said the meeting had taken place in a ?thoughtful and constructive atmosphere? and that both sides looked forward to a ?speedy conclusion? of negotiations.

Israel?s deputy foreign minister Danny Ayalon, who took part in the meeting, told the Jerusalem Post that the two sides were ?on the verge? of finalizing the accord, which will establish the juridical rights of the Catholic Church in Israel as well as regulate property and taxation issues.

Though the Fundamental Agreement establishing diplomatic relations between Israel and the Holy See was signed in 1993, these issues had remained unresolved despite years of fitful negotiations.

?In the last four years a lot of ground has been covered, and after long, intensive and serious negotiations we have overcome most if not all the outstanding issues that have prevented signing of this agreement for so long,? Ayalon said. ?All the groundwork is finished."

?He added that the accord will be ?nothing short of a milestone? in the relationship between Israel and the Holy See.

The accord needs formal government approval from both sides, and Ayalon said that this would have to wait until the new Israeli government is installed. The next plenary meeting of the commission is scheduled for June, at the Vatican.

(AP Photo/CBS Television Distribution/Peteski Productions)

NEW YORK (AP) ? Dr. Phil McGraw says Manti Te'o was not involved in setting up the dead girlfriend hoax that became a sensation when it was exposed this month, and that the man who masterminded the scheme did so because he was "deeply, romantically" in love with the Notre Dame linebacker.

McGraw spoke on the "Today" show Wednesday, previewing an interview he did with Ronaiah Tuiasosopo, a California man who set up the fake identity of Lennay Kekua. Tuiasosopo's interview with McGraw will air in two parts on the "Dr. Phil Show" starting Thursday.

Te'o says he thought of Kekua as his girlfriend, though the two had only talked on the phone and exchanged electronic messages, and the story of how Te'o learned Kekua "died" on the same day in September as his grandmother because a major story during the football season.

McGraw says "absolutely, unequivocally" Te'o had no role in creating the hoax. McGraw also says that when he asked Tuiasosopo if he was gay, the 22-year-old initially said yes and then said "I am confused."

Te'o also was asked if he is gay, in an interview with Katie Couric that was broadcast last week. Te'o said "no."

NEW YORK (AP) ? Hostess has picked a lead bid for its famous Twinkies.

The bankrupt company said late Wednesday that it has selected a joint offer from two investment firms ? Metropoulos & Co. and Apollo Global Management LLC ? as the lead bid for its Twinkies and other snack cakes.

Hostess says the two are teaming to on $410 million bid for the snack-cake business and five bakeries.

The "stalking horse" bid would set the floor for an auction process that lets competitors make better offers. A judge would have to approve any final sale. In an interview on CNBC Thursday morning, Hostess CEO Greg Rayburn said he expects the auction for the cakes to be "wild and wooly." Twinkies and other cakes could return to shelves during the back-to-school season, he said.

After years of management turmoil and turnover, Hostess declared in November it was going out of business and selling its brands. The company already announced separate lead bidders for its other brands including Drake's cakes and Wonder bread.

The offer sets the stage for the return of Twinkies and other Hostess cakes to supermarket shelves under new management, which could mean stepped up marketing for the spongy yellow cakes with mysterious cream filling. Although supermarkets saw a run on Twinkies when news hit in November that Hostess was going out of business, the company's sales had been declining amid changing tastes and a lack of investment in marketing.

In bankruptcy proceedings, Hostess has stressed that it needs to move quickly in the sale of its brands to capitalize on the outpouring of nostalgia and media coverage prompted by its demise. The longer the cakes and breads are off shelves, the more people will become accustomed to eating cakes and breads by rivals, the company has said.

Still, Hostess cakes generated significant sales to the end. For its final year, Twinkies pulled in about $76.2 million, according to Hostess. Hostess Donuts brought in $384.6 million and CupCakes brought in $138.1 million. The figures exclude sales at Wal-Mart Stores Inc.

Hostess Brands Inc., based in Irving, Texas, has been filing the bids for its brands in stages. Flowers Foods Inc., which makes Tastykakes and a variety of breads, was picked as the lead bidder for six of Hostess' major bread brands, including Wonder.

United States Bakery Inc. was picked as the lead bidder for a number of smaller bread brands.

Hostess had been making its second trip through bankruptcy reorganization last year and hired Rayburn as a turnaround expert. Rayburn announced in November that the company would have to shut down after workers at its second biggest union went on strike and the company couldn't reach a deal on a new contract.

The shuttering means the loss of roughly 18,000 jobs in total. Hostess has said the wind down is expected to take about a year, with the company retaining top management during that time to see through the process.

The bakers union said in a statement that it looked forward to working to bring Hostess cakes back to store shelves. The statement noted that it is "engaging with bidders who recognize the value" the union can bring to the ongoing business.

On Monday, the company requested in a bankruptcy filing to stop making payments to its retiree benefits as of Feb. 28. It had already stopped making contributions to employee pensions in August 2011.
