FM may defer rollout of GAAR to FY15 | Firstpost

The Parthasarathi Shome committee today presented its final report on the General Anti-Avoidance Rules (GAAR), the controversial tax provisions aiming to target tax evaders, to Finance Minister P Chidambaram.

However, finance ministry sources told CNBC-TV18?that the government may defer the introduction of GAAR by another year to financial year 2015 in order to? provide a fillip to the investment sentiment in the country.

Through this year?s Finance Act, the government had proposed to introduce the anti-avoidance rules from April 2013. A deferment would need amendment to the Income Tax Act.

The panel has also suggested that? interest and penalty be waived if tax has been applied retrospectively. While presenting the draft report,? Shome? had advised that anti-tax avoidance measures such as GAAR should be used sparingly and not to raise revenue for the government.

Finance Minister P Chidambaram is? likely to announce? the final? decision on GAAR? on Thursday.

(AP) ? A magnitude 7.7 earthquake struck off the west coast of Canada, but there were no reports of major damage. Residents in parts of British Columbia were evacuated, but the province appeared to escape the biggest quake in Canada since 1949 largely unscathed.

The U.S. Geological Survey said the powerful temblor hit the Queen Charlotte Islands just after 8 p.m. local time Saturday at a depth of about 3 miles (5 kilometers) and was centered 96 miles (155 kilometers) south of Masset, British Columbia. It was felt across a wide area in British Columbia, both on its Pacific islands and on the mainland.

"It looks like the damage and the risk are at a very low level," said Shirley Bond, British Columbia's minister responsible for emergency management said. "We're certainly grateful."

The Pacific Tsunami Warning Center lifted its tsunami advisory for Hawaii Sunday morning just before 4 a.m. local time, three hours after downgrading from a warning and less than six hours after the waves first hit the islands.

Meanwhile, the National Weather Service canceled tsunami advisories for Canada, Alaska, Washington, Oregon and California.

Tsunami Warning Center officials said wave heights were diminishing in Hawaii, though swimmers and boaters should be careful of strong or unusual currents. The biggest waves ? about 5 feet (1.5 meters)high ? appeared to hit Maui.

There were no immediate reports of damage, though one person died in a fatal crash near a road that was closed because of the threat near Oahu's north shore.

Hawaii Gov. Neil Abercrombie said the state was lucky to avoid more severe surges.

"We're very, very grateful that we can go home tonight counting our blessings," Abercrombie said.

Dennis Sinnott of the Canadian Institute of Ocean Science said a 69-centimeter (27 inch) wave was recorded off Langara Island on the northeast tip of Haida Gwaii, formerly called the Queen Charlotte Islands. The islands are home to about 5,000 people, many of them members of the Haida aboriginal group. Another 55 centimeter (21 inch) wave hit Winter Harbour on the northeast coast of Vancouver Island.

Canada's largest earthquake since 1700 was an 8.1 magnitude quake on August 22, 1949 off the coast of British Columbia, according to the Canadian government's Natural Resources website. It occurred on the Queen Charlotte Fault in what the department called Canada's equivalent of the San Andreas Fault ? the boundary between the Pacific and North American plates that runs underwater along the west coast of the Haida Gwaii.

In 1970 a 7.4 magnitude quake struck south of the Haida Gwaii.

The USGS said the temblor shook the waters around British Columbia and was followed by a 5.8 magnitude aftershock after several minutes. Several other aftershocks were reported.

The quake struck 25 miles (40 kilometers) south of Sandspit, British Columbia, on the Haida Gwaii archipelago. People in coastal areas were advised to move to higher ground.

Urs Thomas, operator of the Golden Spruce hotel in Port Clements said there was no warning before everything began moving inside and outside the hotel. He said it lasted about three minutes.

"It was a pretty good shock," Thomas, 59, said. "I looked at my boat outside. It was rocking. Everything was moving. My truck was moving."

After the initial jolt, Thomas began to check the hotel.

"The fixtures and everything were still swinging," he said. "I had some picture frames coming down."

Lenore Lawrence, a resident of Queen Charlotte City on the Haida Gwaii, said the quake was "definitely scary," adding she wondered if "this could be the big one." She said the shaking lasted more than a minute. While several things fell off her mantle and broke, she said damage in her home was minimal.

Many on the B.C. mainland said the same.

"I was sitting at my desk on my computer and everything just started to move. It was maybe 20 seconds," said Joan Girbav, manager of Pacific Inn in Prince Rupert, British Columbia. "It's very scary. I've lived here all my life and I've never felt that."

Residents rushed out of their homes in Tofino, British Columbia on Vancouver Island when the tsunami sirens sounded, but they were allowed to return about two hours after the quake.

In Hawaii, the tsunami warning spurred residents to stock up on essentials at gas stations and grocery stores and sent tourists in beachside hotels to higher floors in their buildings. Bus service into Waikiki was cut off an hour before the first waves, and police in downtown Honolulu shut down a Halloween block party. In Kauai, three schools used as evacuation centers quickly filled to capacity.

In Alaska, the initial wave or surge was recorded at 4 inches (10 centimeters), much smaller than forecast, said Jeremy Zidek, a spokesman for the Alaska Department of Homeland Security and Emergency Management. The first wave hit Craig about two hours after the earthquake. Surges at other Alaska communities were later recorded at 6 inches (15 centimeters), while others were much smaller.

Debt collectors' tough tactics under scrutiny by feds

The Consumer Financial Protection Bureau announces new procedures for fixing credit report errors. NBC's Danielle Leigh reports.

The figure is staggering: Approximately 30 million Americans have a debt subject to collection. Many of these people insist they do not owe the debt attributed to them. Complaints about debt collectors are legion ? from abusive tactics to outright fraud.?

The Consumer Financial Protection Bureau published a rule on Wednesday that will give the agency the power (starting Jan. 2) to supervise the larger consumer debt collectors. The agency says this is the first time there will be such supervision at the federal level.?

?We're going to do everything we can to see that people are treated fairly,? said CFPB director Richard Cordray.?

Cordray sat down with me for a one-on-one interview just before a public hearing in Seattle on Wednesday. The CFPB was gathering feedback on its debt collector oversight proposal.? Here are the highlights of our conversation.

Q: It seems like sending people to collection is now the ultimate threat to get someone to pay ? whether they really owe the money or not.? Companies threaten to send the consumer to collections and ruin their credit score. And all too often people pay because of that. Is there anything that can be done about this?

A: That's why we are both continuing our efforts to enforce the law on debt collectors and now entering into the field of close examination and supervision of debt collectors.?

The intersection between debt collection and credit reporting has become a new phenomenon because it gives much more leverage to debt collectors. One of the things debt collectors understand very well is leverage. The fact that you can owe a hundred or $200 debt, but in your credit report that might affect whether you can get a $100,000 or $150,000 mortgage, is tremendous leverage for collection.?

We need to be thinking carefully about how these changes in the market are affecting consumers, taking certain problems that existed before and magnified them into much greater problems of more harm to consumers, and utilize that analysis as we go about fixing these markets.?

Q: You now regulate credit-reporting agencies ? an area that people and consumer advocates have been complaining about for years and years. What are the problems in this area and what changes would you like to see?

A: We see several problems. A major problem that consumers complain about a lot is accuracy of information. We know this is a problem, in part because of the way information comes in to the credit-reporting agencies from furnishers, some of whom are more reliable than others.?

Also the handling and processing of the huge volume of information the big three credit-reporting companies take in on hundreds of millions of Americans is fraught with concerns about being able to manage that effectively and accurately.?

The difficulty that consumers often seem to have in disputing inaccuracies and getting them resolved and corrected is a big concern for us. The credit-reporting function now casts an enormous influence over the lives of most Americans, many of whom don't realize it, and yet they're very dramatically affected every time they go out to seek a loan. Whether they get a loan or whether they get it at a higher interest rate is dominated by how their credit report looks.?

Q: You are now taking complaints about credit-reporting agencies and you propose to do the same with debt collectors. Are you simply gathering information or will you actually try to help individual consumers who have a problem?

A: We do both. There are greater legal protections for the individual if they begin with the credit-reporting company before coming to us. But we now are taking complaints about credit-reporting companies. So if people are not satisfied with the resolution, as many people tell us they're not, we now will be handling those complaints.?

I think this, in and of itself, will affect the way complaints are handled by the companies. But we will now be in a position to follow up and seek appropriate resolutions.?

Q: ?Because of recent enforcement actions by your agency, American Express, Discover and Capital One will return $425 million to nearly 6 million of their credit card customers for a wide range of actions that alleged violated consumer protection laws. These were huge settlements. Do you think they will change the way financial companies do business going forward and how they see the enforcement power of the CFPB?

A:?I know it will and it's already changing. That's a start but there's more to come in that area because the deceptive marketing practices on credit card service add-ons were widespread within the industry.

Not only is it affecting the way those products are marketed or whether they're going to be marketed, but I think it's causing people to rethink how they're marketing other products as well. I do think our early actions are being scrutinized very carefully by the industry, that they're taking signals from them... and applying them to their business model.?

Q: ?Are you trying to make the fines and refunds so big that companies?won't? consider this an acceptable cost of doing business?

A:?We do see part of the objective here to make it easier and more advantageous to follow the law, rather than get an advantage from breaking the law.?

We're trying very hard to think strategically about these markets. It's always satisfying to take down a bad actor and to stop them from doing what they're doing. But if there are many more popping up to take their place, as is true in some of the financial markets, you don't necessarily accomplish what you'd hoped to accomplish.?

When they (companies) come to understand that the right way to do business and the cost effective way to do business is to follow the law, then we'll be succeeding.?

Q: ?Your goal has been to bring fairness and transparency to the financial marketplace, to level the playing field. Do you feel that you?ve done that? Is it still an uphill battle?

A:?Before the consumer bureau, it was a very bumpy playing field for consumers. There was a lot to trip over, and much of it was put in their way deliberately, or at least with deliberate indifference.?

I think that is changing, but it's going to take some time to smooth that out. And the work that we are doing, we're encouraged that it is making a difference and it has the capacity to make more of a difference.?

Many firms across different industries...want to comply with the law, want to avoid problems. And as we can signal clearly what we understand those problems to be, I do think they're going to be attentive in many cases to fixing them.?

Q: There are members of Congress who still believe the CFPB was a mistake and they?d like to see your enforcement powers limited. What do you say to them?

A:?We're working hard every day to convince them to the contrary, and I think we're making a lot of progress.

Walker starts Barclays board clean-up: FT

LONDON (Reuters) - Sir David Walker plans to overhaul of Barclays' board after he formally becomes the bank's chairman on November 1, and he will oversee the replacement of executives, the Financial Times reported on Thursday.

Walker has made clear in remarks since being appointed in August that he also plans to change some of the bank's non-executives and work closely with new Chief Executive Antony Jenkins to improve culture across the bank.

He is set to replace most non-executives over the next six to 12 months and has approached some of senior City of London figures.

Some of those approached regarding board positions include the former Lloyd's of London chairman Lord Levene, and Lord Davies, the former chairman of Standard Chartered .

Others approached for unspecified roles at the bank include Colm Kelleher, the European head of Morgan Stanley , and Jonathan Moulds, the former European head of Bank of America Merrill Lynch .

Outgoing chairman Marcus Agius, former chief executive Bob Diamond and former chief operating officer Jerry del Missier all resigned in the summer, following the Libor rate-rigging scandal that engulfed the bank and led to a 290 million pound ($464.86 million) settlement with regulators.

Barclays has started the search for a new head of human resources to replace Sally Bott, who resigned with immediate effect on Friday, 18 months after joining the British bank.

The FT reported that the reshuffle could include a new finance director to replace Chris Lucas, who has been unwell for some time and is expected to retire next year.

Some investors also expect Rich Ricci, Barclays investment banking head, to be replaced given his close associations with the previous regime and Diamond in particular, according to the FT's report.

Advancements in digital media are helping young children use technology to develop important social and emotional skills as they enter school, and a new PBS Kids resource aims to give children the resources they need to improve those skills.

Social and emotional skills form a large part of a child?s learning foundation, and children are not going to be successful with academic content if they aren?t able to do self-regulatory things such as focus on a task, get along with others, and sit still, said Roberta Schomburg, an early childhood education expert and associate dean and director of Carlow University?s School of Education.

Preschool teachers spend much time helping children develop those self-regulating skills, and families can engage children in out-of-school activities to help them develop those skills, which also include problem-solving, self-confidence, and risk-taking.

Hey guys! Firstly, I want to say thank you for being here taking the time to read this article. My name is Joshua Zamora and I plan on sharing with you, step-by-step, how I launched my first product which sold over 450 copies in its first 2 weeks of being live?

For some of you, that may seem like nothing but for someone like me who had never launched a product before, having over 450 people find value in my product enough to pay me for it, was a HUGE accomplishment.

I originally got into online marketing to be an affiliate and make money selling other people?s products, which I?ve done successfully for the past 2 years, but one thing I noticed was that the biggest affiliates online were the product creators, so I decided to put my product creator hat on and give this thing a shot.

So over the next few paragraphs, I plan on sharing with you exactly what I did to pull off my first ever successful product launch.

Creating The Product:

The first thing I had to do was come up with a product idea that I felt would provide enough value to the marketplace that people would pay me for it. The best thing I could think of was to train about what I know a lot about which was making money online as an affiliate with video marketing.

But I wanted my training to stand out and be different, so I went out and studied all the video marketing training programs that had been released within the last 2 months, and although the training was great, it lacked some real concrete proof that their methods actually worked.

I?m not saying their methods did not work but for me personally, I learn best when I can actually see the results the trainer is teaching about. So what I decided to do was create a brand new video marketing campaign and record myself performing the exact steps I take to quickly rank videos at the top of Google. What happened over the next few days was pretty astonishing to say the least.

My new video ranked on the first page of Google in 24 hours and made $50 in the first 5 days in an extremely competitive, evergreen niche ? the best part is that I captured everything I did via screencast videos. BAM- My first product just came to life, a step-by-step Case Study!

On Top of my Case Study, I also created a few extra videos that I wanted to use as a One Time Offer (OTO) which, if you have ever bought a product online I?m sure you?ve seen an OTO before.

One time offer?s (a.k.a OTO?s a.k.a ?The backend?) is where product creators make the most of their money, so I knew I needed a backend offer to be able to make some extra cash while still being able to provide additional value.

One thing you have to keep in mind when setting up an OTO is that it must flow with the front end offer for it to convert well. In my case my OTO was 1. teaching the customers how to use video marketing in their local market and offer it to their local clients, 2. how to use video marketing to promote product launches, and 3. a crash course on using Power Point to create professional videos.

So now I have my front end product as well as my OTO complete in under a week and I have real concrete proof that I can use as my Unique Selling Proposition to convert prospects into buyers. All I had to do now was get my product online in a members area so people can access the content once they bought. Without getting too far off track, I basically used EasyVideoPlayer to host my videos, OptimizePress to build the membership site and a free membership plugin called WP Members to lock down the content.

The Sales and Affiliate Platform:

Ok so now I have my product complete, I have my members area complete, it?s time to find a great selling platform that not only allows easy delivery of my product but the ability to attract affiliates to promote my product to their list of prospects. I decided to go with a fairly new affiliate platform that has been gaining a lot of traction lately and getting a lot of great reviews, that platform is called JVZOO. (I?m not affiliated with JVZOO in any way, I?m just a happy customer of theirs)

JVZOO is real popular among product creators who sell their products through the Warrior Forum as a Warrior Special Offer (a.k.a WSO), which is where I decided to sell my product. The reason that I decided to sell my product on the Warrior Forum is because:

1. It was my first product and the Warrior Forum already has established traffic that I can capitalize on.

2. My product will be exposed to a ton of Warrior Forum members, a good majority who are also marketers that can promote my offer to their list.

Selling on the Warrior Forum is great way for first time product creators like me to start because I?m going where the traffic is, as well as where the affiliates are. Keep in mind as well that many people who sell WSO?s use it as lead generation to feed their higher ticket coaching, training program or membership site.

If you already have an established higher ticket product or a membership site that you really want to get off the ground or feed it more customers, you can use a WSO to build a buyers list and funnel that traffic back to your higher end
offer.

I wanted to give myself ample time to recruit affiliates to make sure I made a good amount of sales. I scheduled my launch 2 weeks out from the moment I finished the product, to give myself time to recruit affiliates.

Affiliate Recruitment:

Although I did mention previously that the reason I wanted to launch on the Warrior Forum is because my product would be exposed to affiliates who can promote my product I am by no means expecting a ton of affiliates to run over to my JVZOO product listing begging to promote my product.

I understand that it?s my job to get out there and make my product known to affiliates so they can make the decision whether to promote it or not.

Before I even thought about approaching affiliates to promote, I needed to set up an Affiliates page on my site where I can direct them to get more information on my product. So I set up a simple page that had a video of me explaining what the training is about, what the funnel will be like, and how much they will make promoting my product. The page also had swipe mail, the links to request to be an affiliate and an optin form so they can stay up to date with the launch.

Now that my affiliate page was set up it was time to start hustling.

The first step I took was to list my launch on all the major launch announcement boards that are out there. A launch announcement board is a website where product creators list their upcoming launches to attract affiliates.

The launch boards that I listed my product on were:

1. WarriorJV
2. Muncheye
3. JVNotifyPro.


These are some of the most popular launch announcement sites on the internet today and the best part is, it?s FREE to get your product listed. (jvnotify pro is free to list and you will show up on the sidebar but to get listed on the front page there is a fee)

That was step one for getting my product out there to potential affiliates.

Step 2 was joining all the Facebook Groups centered around WSO?s, product launches, etc. and start networking with fellow product creators. Notice that I said network and not go in and start spamming these groups about my product.

What I did was join the group and start replying to people?s questions, interacting with other group members, sharing my experiences etc.

Then I would befriend a few who I connected with in the group and send them a private message asking them if they were working on any upcoming launches. From there, a few would ask about what I?m working on and that?s when I would bring up my launch. You do not want to be the person who just blatantly asks someone to promote your product, through a private Facebook Message, having never spoken to that person before.

Step 3 of my affiliate recruitment process, was to get in contact with other sellers on the Warrior Forum within the video marketing niche and let them know about my upcoming launch. Inside of JVZOO you can go into their marketplace and find sellers based on specific keywords you type into the search bar. So what I did was look for people that have launched products within the video niche but NOT sellers who had launched products that teach people how to rank videos in Google, because I am their direct competition. Why would they want to promote my product when they can just sell their product to their list?

So I went after those people who launched similar products like Video WordPress themes, video software creation sellers, people who sold SEO products, pre made video marketing materials etc. But to be more specific, I went after the lesser known marketers who sold between 100-500 units of their product which you can see within JVZOO.

What most people want to do is go after the biggest affiliates who get 10-20 messages per day from people wanting them to promote. I went after those who were like me, kinda brand new to product launches, who recently launched a product and have a fresh list of buyers and can send me 10-20 sales each.

What I did was simply visit their sales page and learn about what their product was about. Then I would send them a private message through the Warrior Forum and talk about their product before mentioning my launch. Again I did not want to be that person who just blatantly messaged them saying ?Hey Promote me?

By doing those 3 things to recruit affiliates, I was able to get over 100 people to sign up to promote my launch. Now of course this is a numbers game, so not all 100 affiliates mailed for my offer and the 80/20 rule applies here, where 80% of my sales were made by 20 % of the affiliates.

By putting forth the effort and getting over 100 affiliates on board, I was able to sell over 450 front end copies of my training and 151 of those people took me up on the OTO.

Actionable Takeaway:

For those of you reading this who have not launched a product before, I want you to know that anyone can do what I did. All you need is a great quality product and the drive to get it out there. I have no special skills or fancy training, all I did was record myself ranking a simple Youtube video following a simple system that anyone can implement and charged people $9.95 to get access to it.

If you do any kind of marketing online or offline, you can put together a short and sweet product to sell as a WSO to generate leads. You can sell a training program, WordPress theme, WordPress plugin, pre-made marketing materials, graphics pack, just about anything you can think of to help someone make money in their business.

Sanofi earns slump in Q3 as competition heats up

PARIS (AP) ? Sanofi saw its earnings slump in the third quarter as generic competitors ate into profits of its Eloxatin cancer treatment.

The French drug maker reported Thursday net profit of ?1.6 billion ($2.1 billion) for the July-September quarter, down 20 percent from ?2 billion a year earlier.

Sanofi said it lost ?448 million in sales from generic competition in the quarter. It blamed Eloxatin's loss of protection in the U.S. for most of the decline.

The company now expects its core earnings, what it calls "Business EPS," to fall 12 percent this year compared to 2011, at constant exchange rates. In the third quarter, Business EPS slumped 14.5 percent.

The decline expected for this year is not as bad as previously thought and shares in the company got a lift, trading 1.8 percent higher at ?67.30 by midmorning.

Overall sales rose 3.3 percent to ?9 billion in the quarter, thanks in part to growth of Sanofi's Lantus diabetes treatment in the U.S.

Generic competition for Sanofi's Plavix blood thinner and Avapro blood pressure drugs are expected to cost it ?1.4 billion in 2012. In the third quarter alone this cost it ?469 million.

As the expiration of lucrative patents wipes out billions in annual revenue, Sanofi is shifting its focus from blockbuster patented drugs to six growth "platforms" - areas with products with indefinite lifespans, not the typical 10 years before prescription pills get generic competition.

Those areas are vaccines, consumer health products, medicines for pets and livestock, diabetes treatments and testing supplies, biologic drugs for rare or complex disorders, and products for emerging markets - China, India, Brazil and other countries where a growing middle class is buying more medicine.

Many of those divisions posted strong gains in the third quarter. Consumer health care sales rose 5.9 percent while animal health sales rose 3.8 percent.

Earlier this month Bristol-Myers Squibb Co. and Sanofi said they would restructure their longtime partnership selling popular heart medications, now that their sales are plunging due to widespread competition from generic versions.

The new agreement returns to Sanofi rights to sell the drugs in nearly all countries. Bristol-Myers would continue to sell Plavix in the U.S. through December 2019. It would receive royalties from Sanofi's sales of Avapro and Avalide worldwide and from sales of Plavix in all countries except the U.S. and Japan, through 2018.

The agreement is scheduled to take effect on Jan. 1, 2013. At the end of 2018, Bristol is to get a payment of $200 million from Sanofi.

The two drugmakers made tens of billions of dollars in sales over the last decade or so selling Plavix, a blood thinner that was the world's second-best-selling drug for a long time. The companies also shared revenue from blood pressure drug Avapro and a related drug called Avalide that also includes a diuretic, or water pill.

The three medicines, among the top sellers for both companies, all got generic competition in the U.S. this spring. They already had generic rivals in other countries.

Dirty money cost China $3.8 trillion 2000-2011: report

WASHINGTON, Oct 25 (TrustLaw) - China has lost $3.79 trillion over the past decade in money smuggled out of the country, a massive amount that could weaken its economy and create instability, according to a new report.

And the outflow - much of it from corruption, crime or tax evasion - is accelerating. China lost $472 billion in 2011, equivalent to 8.3 percent of its gross domestic product, up from $204.7 billion in 2000, Global Financial Integrity, a research and advocacy group that campaigns to limit illegal flows, said in a report on Thursday.

"The magnitude of illicit money flowing out of China is astonishing," said GFI director Raymond Baker. "There is no other developing or emerging country that comes even close to suffering as much in illicit financial flows."

The lost funds between 2000 and 2011 significantly exceeded the amount of money flowing into China as foreign direct investment. The International Monetary Fund calculated FDI inflows at roughly $310 billion between 1998 and 2011.

Illicit capital flows rob a government of tax revenues and potential investment funds. Capital flight on this scale can be politically destabilizing by allowing the rich to get richer through tax evasion, GFI said.

China has a low level of tax collection given the size of its economy, according to the IMF. Beijing has recognized that corruption and bribery is a significant problem, an issue brought into sharp focus recently by the Bo Xilai scandal. The country has announced a major crackdown as it prepares for its once in a decade leadership transition.

GFI calculates how much money leaks out of a country unchecked by analyzing discrepancies in data filed with the IMF on import and export prices between trade partners and calculating discrepancies in a country's balance sheet.

The developing world overall lost $903 billion in illicit outflows in 2009, with China, Mexico, Russia and Saudi Arabia in that order showing the largest losses, it said.

Trade mispricing was the major method of smuggling money out of China, accounting for 86.2 percent of lost funds, the GFI report found. This scheme involves importers reporting inflated prices for goods or services purchased. The payments are transferred out and the excess amounts are deposited into overseas bank accounts.

Trade mispricing is most common for nuclear reactors, boilers, machinery and electrical equipment, the report said.

The bulk of the money ends up in tax havens - on average, 52.4 percent between 2005 and 2011. Much of this money eventually makes its way back to China as foreign direct investment for a double hit to the economy.

FDI benefits from special tax breaks and subsidies, essentially setting up an elaborate form of money laundering for Chinese businesses, GFI added.

Unmasking the deadly secrets of pancreatic cancer

ScienceDaily (Oct. 24, 2012) ? A large-scale study that defines the complexity of underlying mutations responsible for pancreatic cancers in more than 100 patients was published in the journal Nature.

The analysis represents the first report from Australia's contribution to the International Cancer Genome Consortium (ICGC), which brings together the world's leading scientists to identify the genetic drivers behind 50 different cancer types.

Professor Sean Grimmond, from the Institute for Molecular Bioscience (IMB) at The University of Queensland, and Professor Andrew Biankin, from The Kinghorn Cancer Centre at Sydney's Garvan Institute of Medical Research led an international team of more than 100 researchers that sequenced the genomes of 100 pancreatic tumours and compared them to normal tissue to determine the genetic changes that lead to this cancer.

Pancreatic cancer has the highest mortality rate of all the major cancers and is one of the few for which survival has not improved substantially over the past 40 years.

It is the fourth-leading cause of cancer death.

"We found over 2000 mutated genes in total, ranging from the KRAS gene, which was mutated in about 90 per cent of samples, to hundreds of gene mutations that were only present in 1 or 2 per cent of tumours," Professor Grimmond said.

"So while tumours may look very similar under the microscope, genetic analysis reveals as many variations in each tumour as there are patients.

"This demonstrates that so-called 'pancreatic cancer' is not one disease, but many, and suggests that people who seemingly have the same cancer might need to be treated quite differently."

Professor Biankin said such individual genetic diagnoses and treatments was the future of healthcare.

"In this study, we found a set of genes, the axon guidance pathway, that is frequently damaged in pancreatic cancer patients and is associated with a potentially poorer outcome for those patients," Professor Biankin said.

"It is a new marker of pancreatic cancer that can be used to direct prognoses and treatments.

"Personalised medicine', where the molecular profile of a patient is matched to the best treatment, is the way the world is moving for many diseases, not just cancer.

"The challenge now will be in moving from population healthcare and a 'one drug fits all' model to personalised healthcare. First we must take the time to develop the necessary genetic knowledge and implement health systems to translate that knowledge effectively."

Professors Biankin and Grimmond acknowledged the vital assistance of the Australian Pancreatic Cancer Genome Initiative, a network of more than 20 hospitals and research institutions Australia-wide, with over 200 members -- surgeons, pathologists, nurses and researchers -- that all contributed to the project (www.pancreaticcancer.net.au).

They also collaborated with colleagues from the Baylor College of Medicine and The Methodist Hospital Research Institute in Texas, the Ontario Institute for Cancer Research, Johns Hopkins University in Maryland, the University of California San Francisco, the University of Verona, the Cambridge Research Institute and the Sanger Centre in the UK.

The ICGC project is being funded through $27.5 million from the National Health and Medical Research Council of Australia (NH&MRC), its largest-ever single grant.

NHMRC Chief Executive Officer Professor Warwick Anderson said NHMRC was proud to have been the major funding contributor to this research.

"I am delighted that breakthroughs have been made in understanding the genetic basis of this disease," Professor Anderson said.

"This positive outcome is evidence of NHMRC supporting the very best research and researchers, and the importance of our involvement in strong national and international collaborations.

"The ultimate goal of our funding is healthier citizens, both in Australia and overseas, and this research will certainly lead to a better understanding of this issue."
